Administrators from the Veterans Integrated Service Network Six (VISN 6), a network of seven Veterans Affairs Medical Centers (VAMCs) in West Virginia, Virginia, and North Carolina, chose to pursue an Energy Savings Performance Contract (ESPC) to reduce their energy consumption while upgrading their energy infrastructure and equipment. Con Edison Solutions delivered a comprehensive ESPC program that helped the VAMC staff achieve their mission of delivering high-quality comfort and care to our U.S. military service veterans and their visitors.

By implementing a full range of energy conservation measures, Con Edison Solutions eliminated years of deferred energy infrastructure maintenance and reduced energy and water use across seven VAMCs in three states. The Con Edison Solutions ESPC program achieved a source-adjusted energy reduction of 31% (380,224 MMBtu) and a reduction of water/sewage of 18% (48,686 kgal) in its first year, compared to the FY 2015 baseline.

5 Easy Steps to ESPCs with Con Edison Solutions


  • Initial Energy Inspection/Preliminary Energy Audit We’ll identify upgrade opportunities and areas for energy performance improvement. Preliminary savings and installation costs will be estimated in order to evaluate the potential energy and environmental improvements.
  • Investment Grade Audit (IGA) A point-by-point, customized plan detailing specific energy initiatives, along with savings and implementation costs, will be provided for each proposed action. In addition, we will identify and include any available federal, state, or utility energy grants or rebates. We work with each client to select the subset of all available opportunities to match the client’s specific goals and objectives.
  • Project Implementation We’ll develop a project schedule, including integrated engineering and design, and then manage on-site construction and perform system-wide testing to ensure specifications have been met.
  • On-going Measurement & Monitoring (M&V) As we monitor energy savings, we’ll coordinate operations and engineering services to verify energy performance, and we will help you maintain the installation.
  • Savings Reconciliation & Guarantee We will deliver annual validation reports detailing cumulative energy and cost savings of the installed improvements.
