BUCHANAN COUNTY WINS FEDERAL STIMULUS FUNDS FOR ENERGY IMPROVEMENTS COUNTY

JOINS FORCES WITH CON EDISON SOLUTIONS TO ATTRACT $75,512 GRANT

St. Joseph, MO – June 23, 2010:

Buchanan County has been awarded $75,512 in federal stimulus funding to boost energy efficiency in county facilities.

The federal dollars -- coming through an Energy Efficiency and Conservation Block Grant under the American Recovery and Reinvestment Act of 2009 -- will help underwrite installation of energy-efficient lighting units in the county's primary buildings.

ConEdison Solutions, a national energy services company based in Valhalla, New York, worked with the county to obtain the funding and will serve as overall general construction manager for the project.

“Municipalities and counties save taxpayer dollars and promote environmental preservation by implementing well-designed energy efficiency strategies," said James J. Dixon, Vice President of ConEdison Solutions.  “We are gratified to work in partnership with Buchanan County to undertake this important money-saving and energy-saving initiative."

Mr. Dixon says that approximately 807,000 kilowatt-hours will be saved annually through the initiative, which would reduce energy spending by approximately $55,000 each year.  The program will reduce the county's carbon footprint, while improving workplace lighting levels for county employees. 

Buchanan County officials may choose to apply their cost savings to energy improvements, such as mechanical system replacements, in the future.  A mechanical firm in St. Joseph has been selected as a contractor on the project, which will help stimulate the local economy.  

The lighting upgrade will be undertaken through a process called energy performance contracting, whereby government entities carry out energy initiatives without paying up-front capital costs.  Under such contracts, the service provider designs, constructs, and assists in obtaining financing for a project.  The government entity makes payments over time from the energy savings that the project generates.  The provider must guarantee that the improvements will deliver the projected energy savings.  Once the contract ends, continuing cost savings accrue to the government entity.
