CON EDISON SOLUTIONS AND BUSINESS COUNCIL OF WESTCHESTER PARTNER UP FOR REFERRAL PROGRAM

--Council Members to Learn benefits of Energy Supply Management--

White Plains, NY, Dec 10, 2003 - Beginning on January 1, 2004, ConEdison Solutions, a leading energy services provider, and the Business Council of Westchester, formerly known as the County Chamber of Commerce, will offer commercial and residential members of the Business Council the opportunity to control costs on electricity expenditures and to be protected from rising energy supply costs.

Referred Business Council members will benefit from ConEdison Solutions'  fixed electricity plans.  ConEdison Solutions' customers will be eligible for tax savings by switching to an energy services company (ESCO).  In addition, delivery charges for residential and commercial customers that are referred by the Business Council will be discounted.

"This partnership will enable us to get the message out to Westchester businesses and consumers that there are ways to be protected from fluctuations in energy prices and to control costs on energy expenditures," said JoAnn Ryan, president and CEO of ConEdison Solutions.  "The Business Council of Westchester has an influential role in educating its members in better business practices.  ConEdison Solutions is pleased to have the opportunity to build upon our relationship with the Council, and to help its referred members control costs and conserve energy."

Referred customers have the opportunity to purchase Green Power through ConEdison Solutions, one of the few suppliers of clean, 100% renewable power in the Westchester area.  Green energy is generated from New York's own wind and low-impact hydropower sources.

"Energy management is an important way for our members to keep costs under control," said Marsha Gordon, president and CEO of the Business Council.  "We believe energy services companies provide a valuable service to customers and we're happy to refer our members to ConEdison Solutions."

The Business Council, formerly the County Chamber of Commerce, represents 1,100 businesses, non-profit organizations and individuals.  The group changed its name in October 2003 to reflect its increasing efforts to lobby on behalf of businesses.  However, the organization will maintain its relationships with the U.S. Chamber of Commerce as well as the state Business Council, a lobbying organization based in Albany.

ConEdison Solutions, is a leading energy services provider based in White Plains, NY, which offers commercial, industrial, governmental, and residential customers a range of energy procurement and management solutions to help them gain maximum advantage from today's competitive energy marketplace.  The company also supplies attractively priced electricity, including renewable "green power."  ConEdison Solutions is a subsidiary and registered trademark of Consolidated Edison, Inc. (NYSE: ED).
